fletching skillups

fletching skillups for a woodelf ranger depend on one's dexterity??? Like smithing skillups depend on strength. Or are all trades dependant on wiz/int?

i do not know if this is something new but i recently made a newbie fletcher (cough "a$$ling" cough), and in the char creator screen i did a check up on dex.. and it says that if the dex is higher than wis/int then fletching and poison making makes skillup checks on that stat (dex)
*edit* the a$$ling im referring too is a halfling ranger *edit*
