It's smithed by a Wood Elf smith in the Wood Elf cultural forge.
Recipe is on the main site but is hidden in the Wood Elf cultural recipes instead of the regular smithing recipes.
Recipes > Cultural > Wood Elf
You'll also find all the recipes for all of the other misc items you'll need for Wood Elf fletching. -
speaking of smithing...
They are also a nice way to skill up your smithing. I made 86 attempts at them last night to bring my smithing from 143 to 163 (where they trivial).
Costs less than 7pp per attempt. I just destroyed them as I made them, the 1gp sellback wasn't worth selling them after every success (the one drawback of skilling up on containers).

When I had to make mine, I had several failures, but I got 3 or 4 points of skillups while making them. I was pretty pleased about that.Comment

Just keep hacking at it till you get lucky - that's what I had to do after killing several hours begging for a WE smith who could do it for me.
No more EQ for me till they fix the crash bug.
