I am a wood elf and need to fletch, unfortunately I chose quellious as a newb long ago. Can I still make the tunare only stuff for woodelves (ie, can make but not use) or is there ANYTHING in the game for a quellious wood elf bard?

For the Tunare-based stuff, the requirement to make is to be a WE.
For the Karan-based stuff, the requirement is to worship Karana.
This means you should be able to do WE tailoring and smithing and fletching.

My main is an agnostic WE Rogue, and he has made Tunare only bows, so any wood elf canmake them, you'll just need a Fier'Dal Fletching Kit.Draggar De'Vir

you'll have to smith the fletching kit yourself or have someone else make it for you. Don't forget you have to buy the mithril in Felwithe but the smithing combine has to be done in the Fier'dal forge in Kelethin.It doesn't work real well in Everfrost to tell the Magus you want to
