The new steel arrowhead recipies - can an agnostic make them or not?

I thought I'd read where they could be made by anyone, but the recipie lists the Mark of Karana as a required ingredient.

Was I just dreaming when I thought I saw that anyone could make those arrowheads?

the original thought was the Mark of karana was NOT required. Subsequent reports have states it is Required.

And since you have to be a worshipper of Karana to get the NO DROP item, that means Agnostic can not make them. Sorry.
