Where do you get them? are they made by PC's?

they are a player made item, if I remember right, 2 velium bits and a sandalwood in the forge, the quest write up has every little step broken down, but it is a lot of words so you need to really read carefully.

Spool = 1 Sandalwood + 2 Velium Bits (unstacked) (forge, smithing trivial <=109)
