Zone specific fish, and +% fishing skill modifiers

Has anyone noticed any difference between using a brell's fishing pole +3% mod and any of the +4% mod baits when fishing for zone specific fish?

Actually, no.

It's my understanding (and I could be really, really off-base with this), is that fishing +% increases your chance of a non-garbage catch when fishing. I've done several large fishing runs in Cobalt Scar, and I find that whether I'm using +5%, +4%, +3% or no +% at all my ratio of cobalt cod:dragon bay snapper:fresh fish:fish scales seems to be fairly constant.
