Last night I purchased a Hintol's Fishing Pole (tried to buy two out of reflex in case it broke, but it's a Lore Item) and a regular Fishing Pole. I summoned a Brell's Fishing Pole as well. I then went off an fished for a short while.
With each fishing pole I used, it took the same time between casting and getting a result. So, I'm guessing that I mis-interpretted what you ment, MySunshine, and I shall eagerly await the fabled Fishing Haste item.
