Anyone know if the fishing cap was raised? The official posts seem to mention all the other odd skills except this one.
I don't believe the cap for fishing has been raised. I've fished about 15 buckets of bait since the patch without a skill up (past 200).
EDIT: I don't believe the cap has been increased, unless skill ups are VERY rare. I've done lots of fishing since the patch and no skill ups.

Hard to judge from normal rules that apply to other trades. Fishing is not normally considered a trade due to 200 cap and no trophy, but that is also true of research which got its cap raised. Fishing does have the tacklebox to do combines in so has been an actual trade for a long time.

Have fished my way through more than 200 cans of worms and no skillup.

I also fished a lot recently ... no skillups past 200. Did ... lets see, maybe 1200 bait worth total on 3 characters. The one who was below 200 was still getting skillups as before.
