Fuzzlecutter is sold by a merchant in EFP outside the city walls at a tent. I believe he is a gnome and his name has Fuzzle in it

He's called Ping Fuzzlecutter and is very conveniently located close to the PoK portal in Freeport. He also sells wigs, and would probably be surprised to hear that people use his hair potion as a drink.

Ping Fuzzlecutter wont sell to a number of people due to race/faction problems so many times you see people in the bazaar selling Fuzzlecutter Formula 5000

I kept looking on the recipe list for this, since I've seen it listed as a drink in the Bazaar. Was driving me crazy trying to figure out what the recipe was for this.
