River Mudhands in the "short" district of Shadowhaven sells soda, but you need that factioning neck piece thing, whose name escapes me at the moment, or some faction work to buy from her.

And another thing...

Soda is also available in PoK if you are unable to purchase from River Mudhands. Check here, and you will see that the gnome you need to speak to in PoK is Caden Zharik, whom, if I recall correctly, is in the ring around the Library on the south side standing outside the building up the wooden stairs.

Sure enough, you're right. Sweet thanks, I've been having Mudhand problems for awhile. note, his loc is -341, 750. He's the guy you can get fishing grubs from to make Fetid Essence as well.
