This item can be foraged in Plane of Knowledge as well often Ground spawns thier as well Sucor / Guild hall I've seen a small bag icon clicked it for these.

also for one A.A. you can buy forage skill or mod it by 50,

this makes it a relitivly safe area to hunt this, its a semi-random ground spawn, can be tailored as well.

That is not a ground spawn you are finding. If it is in a little bag, that means someone foraged for it and dropped it on the ground.
