I believe you first have to combine the tea leaves alone in the container to produce tea (if you did the small quest in abysmal sea). You can also hand the leaves to the quest giver for 2 teas, but the implication is that the more you practice the conversion on your own the better ratio yield you will get per combine.

This dwarf is SOOOOO disappointed that the new brews are all fooking teas...

NO DWARF IN HIS RIGHT MIND WOULD BREW THIS- THAT'S COOKING STUFF NOT BREWING!!

There are soo many old recipes that never made it in or were passed over from my old notes...I guess too much from one source would make the folks who held dem slots look bad.

          Tea Oil ??

Has anyone found anything that can be made with the Tea Oil yet?

I forrage about 2 times as much Tea Oil, as I do anything else, along with the rediculous amount of differing weight meats.

I guess that I was just hoping that someone found a Brewing use for it, since it just seems logical.

Taelosian Tea Leaves CAN be foraged in Natimbi, as well as looted. While I fish there, I hit forage and I can walk out with about 4 leaves on a good night. As for the Taelosian Mountain Tea Leaves, those are probably drops in higher zones.

Purchased from Jaleel Hoglomp in East Freeport. Not sure whether it's craftable.
