Sold in East Freeport, at the Grub n Grog. You know, that little hole in the wall beside the inn where the soulbinder stands. This seems to be used in a couple quests, but I don't know all the details...

Interesting to note is that these merchants are on the Militia faction, unlike the majority of East Freeport merchants which are on teh Coalition of Tradesfolk faction. There are always several guards in the bar as well. KOS adventurers beware!
