I don't know their use, but I was searching for fish oil in bazaar earlier today and some bozo was selling the fish eggs for 5k each.

Bloogy Shellcracker says 'The rarest treat I can prepare for my people is saucy salted seadragon steak. I wish to barter for some water dragon or sea dragon meat, saltwater seaweed, and fish eggs. The rest of the ingredients are collected locally by our collectors.

- You need one Sea Dragon Meat. It can drop off either kelorek'dar (Faydedar clone in Cobalt Scar ocean) or Faydedar in Timorous Deep.

- Saltwater seaweed is fished in the Ocean of Tears. You need two of these.

- Fish eggs are made by combining Thunder Salmon (fished in the Karanas) and a skinning knife (the one that player-smiths make for tailors), combined in a tacklebox (check the Trade Supplies section of the website for merchant listings for the tacklebox). This yields two fish eggs.

Give him two fish eggs, two seaweed and the seadragon meat for your reward.

doubtful as that quest is old fish eggs come from planes of water

They are used to make fish oil. 1 fish egg and 1 water produces 1 fish oil. Gotta remember that some of the zone specific forages are just mirrors of drops etc from the old world zones (IE Rain Water is foragable from BoT but it drops in SK and Split Paw). Fish eggs, I am thinking, are no different.
