Cobalt Scar forages

The items on the Cobalt Scar forage list are also ground spawns. During specific times of the day, the path up to the Skyshrine tower is littered with the patches of ground spawns. It was foggy when I noticed it, but I assume there is a tidal pattern to them, as it was either sunrise or sunset when I picked up a rock crab and brackish water. (and taking into account the terrain and drops, it makes sense.)
I haven't paid much attention to it, unfortunatly.. 4 unsnared wyverns craving for erudite paté tends to take up most of my observation...

You sure that wasn't people just dropping them on their way up to the tower?
I drop the stuff I forage in CS, and when dropped it takes on the ground spawn appearance (except that it disappears after a few).
