I have my Baking at 250 and my Grandmaster Baker's Spoon, I have tried to make the party platter and have failed each time. Do I need to be flagged for the final part of the quest to make them or just having all of the components and the skill level is enough ?

Keep in mind that even with skill 250 + trophy, your skill is hard capped at 252. This means that no matter how many mods you get to your skill, it can never ever go over 252. The triv on BBPP is over 250. We don't know exactly how much it is because it hasn't been updated in the database yet (probably because no one has the information yet). Mabye someone who is flagged and can make the stuff can try a combine and see what the UI pegs the triv at? If it shows up at all on the UI, that is.
I would strongly suspect that it's at LEAST 335, where MTPs are, if not more. So you failing several times on it is not surprizing. It could just be the RNG being mean again.

It being a quest recipe I don't think its learnable.
I should imagine its 335 like most other e-plane recipes though... giving about 50% success rate at 252 skill.
I don't know that there are any recipes over 335... I'm not sure if thats a coded cap or if they just decided that was enough.
