no, but it certainly helps. At skill 250 I succeed about 60% of the time. When I was skilling up on them the success rate was far below that. If your skill is under say 212 I wouldn't bother trying to make them for profit unless you are skilling up on them too.

They are tough to make.

At my current skill level 229+5% (geerlok) I have a success rate of about 25-30%.
