Nope, presumably they don't want people without LoY to be able to get them. Incentive to buy the expansion and all.

This is something they did with LoY to nudge folks to get the expansion. If you don't have LoY, you can't buy the ribbons for the robes, the tinkering parts for the new tinkered recipes or certain herbs for the awareness potions.That has to be a mistake.
Then again, this isn't a new concept. The newly-added buyable spells from PoP are also no drop.
Basically, if you don't own the proper expansion, you're less able to reap the benefits of the expansion.
