Possibly silly newbie question

I made batches of Philter of the Wolf IV and V skilling up to 200. Notes on the recipes list them as 52% and 55% run speed increase respectively. Had someone in game this morning insisting that the are the same run speed because the increase is determined my the level of the user, and that the IV and V are just related to skillups...
Can someone give me an authoritative answer, or point me where I can find one? Personally I'm inclined to trust this site, since Ngreth is here

With the revamp came a fix to a bug on the way items worked.

We have the OPTION to make it look at the players level, OR go at a level we determine (The bug WAS that it ignored our attempt to define a level. That bug was fixed, now if we define a level it pays attention)

All of the new potions have a defined level.
