Where is this "Ingame book" For Alchemy?

Could anyone please tell me where this "Ingame book" is that i saw mentioned on the Alchmey page? Is it an actual book i can buy for my shaman? or is it something else? I've asked countless times in the game chats and even a few Game Masters but no one in the chats know and the GM's won't spill. Plus where can you get the "Runed potion vial"?
please please help clear this up!

There are 6 volumes of "Letters of Jonas" (I - VI) and 1 "Notes of Jonas" in the game -- they are sold by various Alchemy Vendors across Norrath. They contain somewhat cryptic notes about some Alchemy recipes, and the last 2 books (Vol VI and Notes) indicate some general principles about how the new Alchemy system works -- it is a lot more systematic than in the past.

They aren't 'recipe books', however... if you want to know precisely what to combine to make something, you are better off searching the database on the main site to see if someone has already figured it out. If not, you can try and work it out for yourself....
