She may very well have been removed on purpose, but if you are trying to report it may be a mistake you need to go to the Sony boards.

She is a quest npc for the newbie armor quests for paladins. Since the newbie armor quests were specifically not included on the progression server, (and since nearly every spell she sells is also on another merchant in N Felwithe) I am pretty sure there was no mistake in her removal.
But yes, this is the wrong board for that.
