When you decided to make it, was it to use it or vendor sell it?

My impression is that he's upset that it costs so much to make but sells to vendors for so little, so he can't recover some of the cost of making it by vendoring it.
And 800 for 1200 tribute isn't very good, but heck, it's a skillup attempt and 1200 tribute is nothing to ignore.

I know it's little consolation, but there are similar frustrating buy-back items throughout the game - all the new DoN cultural (no vendor re-sale, zero tribute), and gods help the Alchemists pushing for max skill...

The other advantage of the new potions is... they're great for a raid guild (at least the healing ones & probably the other ones, sometimes). Instant-click healing/buffs at a cost of 20-30p per combine. That's not bad.Angelsyn Whitewings, Cleric of Tunare for 66!Seasons.

I make them on my shaman and use them with my Necro, another insta cast heal for "Oh no" situations is always nice. There will be some farming involved, but it isn't horrible as you actually get what you are farming for. The ocean ink is probably the easiest to come by and I believe the cheaper of the recipies to make. Breaking even is of course determined by being able to sell them to other people.
