Update:
Since buff timers went live I decided to again test the "bug" with casting lesser buffs on others.
The "your shawl...." message still does not appear.
HOWEVER, the buff sticks and the duration is calculated including the shawl effect.
50% KEI would last 225 minutes. Repeated tests show my KEI, even with no message, lasts 255 exactly as it should at 70% with the shawl.In My (Not Always) Humble Opinion, except where I quote someone. If I don't know I say so.
I suck at this game, your mileage WILL vary. My path is probably NON-optimal.
