I am a level 39 ranger of Solusek ro with 197 fletching. I am looking for a tradskill that would get me the most money and at what skill.

Starting tradeskills to make plat is a bad idea.
If you can make money doing it, so can hundreds of thousands of other people. They will compete with you, and destroy the markets.
Tradeskills are a time/plat sink.
Go kill something, and sell the loot.

Just level an enchanter up to 60 and sell KEI... Yes, I know it's not exactly a tradeskill, but it's probably a lot easier.
