Can you skill up your combat skills on combat dummies or are they just decorations that can be attacked?

I left my toon punching one while I was walking the dogs - no skillups.
I did learn that they do fight back, and hit HARD if you face them.Draggar De'Vir

Update: lobbed 1,000 arrows then 1,000 throwing daggers at them - no skillups (and they were yellow con dummies).
So, you can NOT skill up combat with them.Draggar De'Vir
