The current hot spots haven't changed in about a year or so. You can find the current list of hot spots by searching in-game. Open the help window, find the Knowledge Base tab (I think that's what it's called), and search for hot spots.
One of the EQ devs has posted on the EQLive forums that a new set of hot zones will go live with or shortly after PoR.

Hmmm, me too... so it is as useful as I thought.... (Usually, the fact is I already know the answer in the knowledge base, and usually it is correct as far as it goes.
The only satisfaction I've found is searching the old news releases. One thing they could do to help the game for the resergence of newbies is, seriously, let's move on from P Caverns. Every time the server is down, move the hot spots around. Get people, even at the lower levels, exploring! Sheesh, I know of 4 fresh off the boat from real life newbies who are having a grand time. Except that they do the same PC run on every character they create. That's just a little boring for em.
BTW, alla's has a complete (almost) list of update notes, so if you want the hot spots look under the patch history on the left hand side bar. Your looking for info from a year ago.

And no idea what the ZEM is in the hotzones. I don't think they take away any of the older zems though.. because CB and PC are sill heyla good XP.
I don't know how exactly the the Hot zone xp modifier is applied. It is either an additional modifier that affects xp, or it simply replaces the normal ZEM. Since I was leveling some twinks in Echo Caverns the during the time it was changed to become a hot zone, I know that the xp per kill doubled the day it became a hot zone. The listed ZEM for Echo is 6% bonus, so double would make it a 112%. Since there is no way I could tell 112% from 113% just eyeballing my xp, my bet is that hot zones are all given the same 113% modifier that PC/Crushbone has (hot zones were originally advertised as having PC like xp available for all levels).
