In alot of cities there are two sets of tribute masters. one will deal with me and the other says er .... you have not proven your loyalty" or something to that effect. anyone have any idea what they are about?

The tribute masters check for two things: race and alignment. You can only use the tribute master who matches your race in your home city. Also, the tribute masters check for alignment. For example, Freeport has a tribute master for evil classes in the tunnels, and one for the good classes in the Temple of Marr (if memory serves). I admit that the race explanation in Kelethin is just a guess on my part. But the woman does have a half-elf graphic and wouldn't accept tribute from my wood elf ranger because "You do not owe allegience to me" or something along those lines. I had no problems giving tribute items to the male tribute master with the wood elf graphic, though.
I could be wrong, though, so if someone has experience that contradicts this, I'd be happy to hear a different idea.

I'ld always wondered why there was only a Guild Tribute guy in PoK and none of the regular ones. As an Erudite, it is a such a nuisance to have to go back to Erudin to pay tribute that I just don't bother. At least most other cities are somewhat near where you might go for LDoN adventuring, so you might get somewhat close while doing one. But, Erudin and Paneel???

Guilds don't have a particular "city" to them, so PoK makes sense, but why Tribute to your city from another plane?
That is at least the "historical" and sorta "Role playing" reason they are in the cities
