Spiritual Anchor

Been killing Ghoul of Takish-hiz for the phylactery quest. I have killed him many times and has not yet dropped Anchor person i know is camping him right now and has killed him i think around 13 times they have had no luck. Anyone know anything Ghoul that might help in any little way. PLEAE HELP

I've killed this mob about 4 times in a row during one evening while trying to get the Ancient Cyclops to spawn in South Ro.

Each time he did not drop the Spiritual Anchor. Seems like that is a rare drop indeed.
