Actually there is real planning going on to build a bridge over this same space with covered railways inside the bridge and a roadway on top that'd be open only about 3 months of the year due to ice and storms.
No idea as to the eta of such a thing being built and it's a real question as to wether it'd be a bright idea or not, though I kinda like the idea of hopping on a train in Brazil and getting off in London a couple weeks or more later.
