I thought i needed 2 bars and after the fact figuired out what i did wrong....

Bar to Sheet

No problems there - just insert your Bar of Shimmering Steel into a forge with a Flask of Water - voila, a Sheet of Shimmering Steel.

Now if only I could find another bunch of shimmering goodies while vendor scrounging...
