Combining for Night Terror Chain Tunic

Hi. Was wondering if anyone could provide some help on some combining I need to make Night Terror Tunic. I have most of the ingredients used to make this armour. Just wondering what it would take to get a smithy to combine them for me, like who I should look for, what I should donate for the time combining, etc :P
