LF Halfling smith OR tailor who can make Elaborate armor

I got a friend who could use some elaborate gear both on his halfling paladin and on his brother's halfling druid. I'll provide the pelt/marrow or ore/loam for the combines, plus additional cash upon each successful combine (I'm thinking 1.5K per success, but that's negotiable.) I can make the symbols for him so not looking for those atm. Thanks for any help. =)
