A newbie created a thread about Xakra Dat armor in the PSR. It doesn't have a rant in it, and seems like a coherent discussion. The problem is that since no one has ever discovered a use for the Xakra Dat armor, we don't know if it is smithing, tailoring, or quest related.
My suggestion would be to throw it over to either the smithing forum, because the original poster mentions smithing, or tailoring on the chance it is related to the Xakra Kel tailored armors.
