Is there any chance that the database will be made available to purchase when it's finished? I have visions of a EQIM bot that replies to tells and can tell you recepies and if a component is used for a tradeskill and what final products it makes.

The short version of the answer is no.
Here's the long version, if you're curious.
We have no plans to sell the final product, nor to outright give copies of it to some other sites that have asked for copies, nor to charge any sort of membership fee for our own community to access it.
Not only would it be a nightmare to have to send out fresh copies of the many tables that make up the db on a regular basis (given that I make a couple hundred updates to site info during any given week), but we're already running into folks reselling copyrighted info from this site on Ebay and claiming it as their own. This is not a happy thing, and brings up all sorts of legal issues, and I'd rather not see that can of worms get any messier than it already is.
The major goal of this site is to make information freely available for the tradeskill community. On the surface, distributing copies of this database to any who wish would seem to mesh well with that goal. However, once those copies leave our hands, we can't stop folks from reselling the information and so forth, and I do NOT want lazy/greedy folks reaping a financial profit off the hard work of myself and others.
I know I'm not wording it very well right now, but hopefully the general idea comes across.
This is not to say the idea of a bot isn't a good one, as I could see several benefits from such a critter. However, we don't want copies of our db running loose out there. Now, if someone wanted to develop such a bot, it's likely that they could get into a discussion with Ngreth regarding how/if/when such a thing could hook into our db, that *might* be a viable compromise ...

As far as the original poster's intent goes.. The EQIM protocol is encrypted and as best as I know, nobody outside of SoE has ever de-coded it. I can understand not wanting to deal with the hassle of keeping track of all the versions of the database out there. I'll bug the house ogre after sending in the sacrificial hunger satisfaction gnomes to see if there's a way this can be done without killing your servers and dancing all over the EULA.Trying to make useful stuff out of dead things since dec 99
