Make The Serpent's Spine forum subscribable?

At the moment, when I attempt to subscribe, I see:

Yaarrrr, that be because the forum's locked! We won't be wantin' posts thar 'til the Live servers are up, y'see. I be watchin' the server status to open the forum when thar up. I must be meetin' with a buncha scurvy land-lubbers fer an hour here soon, and will be away while venturing to me cabin fer the evenin' (rush hour amidships be just dreadful). But other than those, I be watchin' close fer word that they be up!
