I may be creating a monster here (I did on my Guilds Server), but the way to make something like this is to use GIMP 2. This is a Opensource graphics program that is every bit as powerful as Photoshop. You might want to check out Gimp Talk to for tutorials and such. I might try to do it myself...heh no guarantees.
