Illegal in many states, uses third party internet users to get free internet offers and turn them over to a company for their usage.

Screams of pyramid schemes and patsy useage of certain offers (like free AOL accounts for xx days ) this way folks have an account to use no matter what they get booted for or illegally use at hand and profit from it somehow.
Basically a clearing house for accounts and freebies for whankers and crackers to have access to things they may use illegally.

Heck in the way the world is paranoid right now this could just as easily be used by some third party end users we don't want to be associated with.

And they not only have you shop for free stuff on internet, but use your personal info as a temporary shield legally.

Your choice Ngreth- but I'd say- this is a very bad association.
