The recipe as posted makes the Paladin spell at the same level, Provocation for Honor.
I tested and made the SK spell by substituting in the SK Quill of the Dread Lord for the Quill of the Lord Protector.
(I realized the pally quill was not really right, but, GM's have made so many mistakes, I thought this was one of them.)
