Well it's still available on vendors and still used in recipes, for example for making Enchanted Sugar Cake. -
There are two kinds of "cup of flour". The one where the LORE says: Quest cup of flour is the one with the note that it's no longer available and not used (EQTC Item 7284). There is the non-quest cup of flour which is still available and used (EQTC item 1010).
I think the problem might be that the quest flour has been tagged in recipes it's not used in. I'll go through those and clean them up.
