Note: The Rough Martial Treatise is made as normal from a Smudged Rough Spell Tablet, a Rough Spell Tablet Solution, Tome Cover Supplies, and Celestial Cleanser, but when right clicked, the Rough Martial Treatise shows as a level 76 research component, although the Smudged Rough Spell Tablet shows as level 81. It still makes the level 81 tome without issue. The Fine Martial Treatise has the same graphical bug, showing as a level 78 research component, but makes the level 83 tome.

According to Lucy, it looks like the Spell Tablets were originally bugged with that level info too. I'd suggest submitting a bug in game on those Martial Treatise levels on the items.
