Well the book Lost Alchemical Formulas does now have these items in them. The Book says: "Here are improvements for common alchemical potions using Relic Fragments." However, when you scribe the book and look up the recipes in the Alchemy table - these recipes don't seem to call for relic fragments at all, instead they seem to mistakenly include Alchemical Potion Vials.
