Where did you find the book and what was it called? I looked on the book vendor in PoK but didn't see anything beyond book XIII, or crafting elegant armors.

The book is not on the traditional vendor (for smithing and tradeskilling - Smithing Step XIV and Tailoring Step XIV). It's actually on the tinkering vendor just to the right. I had asked Ngreth about this and the main NPC was full and couldn't carry more, so he put it on a vendor as close to him as possible. Still outside the PoK library.

Not sure if folks want to make their own set of posts with full descriptions rather than tag onto this one with 'substitute xxxx for xxx'? Easier for submissions for the database from what we've been told on past expansions.
