They say both, actually. Not sure what's up with that. The stat box at the top says "Req Level: 30" while the verbose description at the bottom says, "Required Level 70/75/80" (depending on strength.)

I can confirm it is a display bug only. my 73 toon can't use class 12 or 13 pot because I'm not high enough.
