Enchant Palladium Spells - Vendor Bought

I have found a spot where there is a place that the Enchant Palladium Spells/Abilities can be bought at a Vendor. Though it says they are "Abilities" and I have not figured out yet how to use them. So I don't know if that can be answered here or in another topic or if someone can send me a PM or something. I don't know if this has been posted and I hope I am posting this in the right way here, so here goes.

He hangs out by the Adventurer group and sells other Mass Enchant spells.
