There's a scroll you buy in the Commonlands LDoN camp, the spell vendor who sells the "Mass Enchant" scrolls. The Scrolls are No Drop, and they allow an Enchanter to (buy?) the AAs to Enchant Palladium.

Right Click purchased or crafted ability = AA granted. You don't have to spend banked AA's on it. My chanter got them with 0 AA's banked. After buying SoF for that account anyway.
