Gnomish Recharging Kit

I know this item is fairly new but I was still surprised to find so little data on it. For starters, you can buy it from Tabben Bromal in PoK. He charges 2g 2s and buys it back for 2g 0s.

I don't know if it's available on any other tinkering vendors. Might be worth a note asking folks to check their favorite vendors, since the one on Tabben had been overlooked.

I've added Tabben Bromal as well as the other vendor I know of -- the Clockwork behind the bank in Crescent Reach. I also updated the pricing.

I'll leave this thread open for a little while in case people know of other vendors.
