The comments for the Runes of Attraction (#23365 and #8466) says there are two of them and the only way to tell them apart is that they don't stack. It might make better sense if the comment were expanded to indicate that they don't stack "with each other", since they do actually stack.

If a determination were required between the two of them, one of them (#23365) has a favor value of 1, while the other has a favor value of 2 (as shown in the EQItems links http://eqitems.13th-floor.org/item.php?id=11777 and http://eqitems.13th-floor.org/item.php?id=11748)
