I can confirm it's used for Warrior Epic 1.5.

The warrior who was doing it couldn't do the combine (his Blacksmithing skill was only 3), though he seemed to have no message saying there was a required level.

He gave me the components and I could combine for him (275 skill).

If he couldn't do the combine then there should have been a message. I'll note that it may have a required level.
