I would like to add a side note to this and other Tradeskill Tasks in Crescent Reach. Unlike those in Abysmal Sea where I have had to stop doing the task for a while and come back to it later I would have to start over in Abysmal Sea, YET here in Crescent reach no matter what your skill level is as long as it is under 54 you will be given the propper point in the task for your skill level. So if you want to go do it at say level 49 you will be given the final combines to get to 54 not the beginning, as in Abysmal Sea.

Do we still have to wait until level 16 to start this?

Yes, you can't start this until level 16 since you can't get spell research before then. I tried doing it before, and the quest giver turned me away.
