Which vendors sell these items?

Bleh. I should have posted here earlier, but I forgot. I found an old note somewhere on a Web site that gave a loc for the vendor that sold the book in Skyshrine. I went to that loc; there's a new NPC in that spot now. My guess is the NPC got removed during the Skyshrine revamp, and no one noticed this book is no longer sold on any vendor anywhere.
